The Characteristics of the Compulsory Foreign Policy of the MalkomKhan's Point of View

Abstract
Foreign policy is based on four main factors: understanding international environment, preparing a strategy for protecting national interests, devising a tactical plan for the implementation of the strategy, and diplomacy, or organizing diplomats for the implementation of the tactics. Designing and implementing foreign policy is dependent on the internal situation, external pressures, statesmen's perception from other countries foreign policy, understanding global events, decision-makers' perception from international arena, and efficient diplomacy. If the above factors are missing, we can only talk of foreign relations, rather than a foreign policy. Relying on the most credited historical references on the Qajar era, the authors tries to answer the question as to whether the nature and method of organizing extra-territorial relations, in that era, points to foreign relations or a foreign policy.
